Clean Vehicles and Fuels Initiative

Light-duty and heavy-duty motor vehicles are major sources of smog-forming emissions (NOx, SOx, VOCs and PM) and greenhouse gas emissions in the Lower Fraser Valley.

Context of Initiative

Light-duty and heavy-duty motor vehicles are the source of significant quantities of smog-forming pollutants, air toxics and greenhouse gases within the Georgia Basin and Puget Sound. A 2002 Puget Sound Clean Air Agency report indicated that 70% of cancer risk from inhalation of air toxics in Seattle arose from diesel exhaust. Many engine emission and fuel composition standards are, or will soon be, aligned in both Canada and the US. However, a wide range of federal, state and local voluntary diesel and gasoline emissions reductions programs are operating in the Puget Sound area while programs in the Georgia Basin are much smaller in scope.

Initiative Objectives
  • Spread voluntary vehicle emission-reduction successes to the rest of the Georgia Basin / Puget Sound international airshed, for the benefit of all within the airshed.
  • Share knowledge about the details of the implementation of mandatory programs (such as vehicle inspection & maintenance programs), to optimize the delivery of results.
Current Status of Initiative

Areas of focus for the next year include:

  • Expanding such emission reduction projects as:
    • School bus diesel oxidation retrofit programs
    • Municipal vehicle diesel oxidation retrofit programs
    • Project that encourage biodiesel use and local production
  • Potential improvements to inspection & maintenance programs
  • Encouraging operators of diesel fleets to adopt emission reducing technologies, cleaner fuels, or idle reduction practices through education and incentive programs.
  • Demonstration of emissions reduction technologies on locomotives.
  • Development of a calculator to assist fleet managers in assessing the cost effectiveness of various emissions reduction strategies.

    This project features a large biodiesel demonstration involving several municipal fleets, combined with workshops and information tools to increase market confidence and encourage the establishment of biodiesel production in BC.

    The Fraser Basin Council is managing this project, and funding partners include: Western Economic Diversification, Natural Resources Canada, Environment Canada, Province of British Columbia, City of Vancouver, Vancity Credit Union, and West Coast Reduction.

  • Diesel Solutions
    The Puget Sound Clean Air Agency, along with a consortium of partners, has developed the Diesel Solutions program to make diesel vehicles in this region dramatically cleaner. This program has resulted in all of the region's transit buses operating on ultra low sulfur diesel well before the US requirement to use this fuel for on road vehicles.  Most of these buses have been fitted with diesel particulate filters.  Over 1,500 of the region's school buses have been retrofitted with diesel oxidation catalysts.  The region has begun the installation of closed crankcase systems on school buses to provide additional protection to students riding those buses.  Programs are underway to expand the number of municipal fleet and solid waste trucks burning cleaner fuels and equipped with diesel oxidation catalysts.  A number of the region's on and off road fleets are using a biodiesel blend, including the City of Seattle, King County, Snohomish County and the City of Tacoma.
